The skirt comes just off the rump so it is pretty tender as it doesn't really do much work for the cow. It is traditionally used in cornish pasties and if you've ever seen a TV programme where they have made cornish pasties the traditional way and put chopped up meat straight into the pastry, it's because they were using the skirt. It's tender enough for it to cook in the steam inside a pasty in just 25 minutes. Try it!
